President Chen Quanzhou signed an agreement with Russia for the Sino-Russian Investment and Economic Trade and Cultural Expo in 2023

The International Women's Conference of the Federation Council of the Russian Federation was established in 2019 as part of the work of the Federation Council of the Russian Federation. Elena Romankova was appointed as its head. The purpose of the International Women's Conference is to develop international relations through the implementation of cultural, scientific, and educational programs, fostering interaction with various international organizations, including women's organizations in Russia and abroad, as well as international institutions like the Shanghai Cooperation Organization, the Asia-Pacific Economic Cooperation, and BRICS.

The International Women's Conference of the Federation Council of the Russian Federation is a member of the organizing committee for the "Original Russian Region" Nature Festival, which has been held for ten years and has promoted Russian culture in more than 70 countries. It is planning to hold a series of exhibitions in China in the latter half of 2023. In November 2013, the Hebei Cultural Exchange Association was established. Approved by the Hebei Provincial Department of Civil Affairs, it was jointly initiated by over 100 organizations and brought together more than 300 prominent individuals, experts, and scholars from the cultural, artistic, journalism, and business sectors both within and outside the province. Mr. Chen Quanzhou was elected as the first chairman of the association, and in September 2022, he was re-elected as the chairman. With the leadership of the provincial party committee, provincial government, and relevant departments, under the guidance of Chairman Chen Quanzhou's organization and planning, the Hebei Cultural Exchange Association has adhered to its mission of "Casting the Soul of National Essence and Inheriting Civilization." Over the past decade, it has organized numerous cultural events both domestically and internationally, earning widespread recognition both in China and abroad.

In September 2022, due to the outstanding contributions made by President Chen Quanzhou to human sustainable development, he was awarded the title of Academician in the Sustainable Development Division by the Russian Academy of Sciences. Academician Chen Quanzhou initiated the establishment of the Hebei Foreign Academician Workstation, which is dedicated to conducting research and facilitating exchanges on topics related to Sino-Russian cooperation, including traditional Chinese medicine, science and technology, education, culture, sustainable development, and the promotion of world peace. Through extensive negotiations, the Hebei Cultural Exchange Association and the International Women's Conference of the Federation Council of the Russian Federation reached a broad consensus on cooperative matters related to the expo and shared concerns. On the afternoon of May 16, 2023, both parties signed a strategic cooperation memorandum in a warm and friendly atmosphere.

Both parties pledge to actively promote economic and trade exchanges between the two countries' governments and businesses on a mutually beneficial basis, while respecting their respective laws. They also aim to tap into the cooperation potential between the local governments of both countries.

China and Russia are each other's largest neighbors and comprehensive strategic partners, with strong inherent dynamics in the development of their relationship.
